This guide is published in the framework of the “Engaging Stakeholders in Environmental Conservation II” project being implemented by the Asia Foundation in partnership with Ministry of Mining and with the financial support from Swiss Agency for Development and Cooperation. HRBA aims to open the opportunity to empower and enable community participation in the decision-making process that impacts on the style and quality of life in an open and significant way. It is also a process that holds “duty bearers” accountable to better perform their obligations towards “rights holders” in compliance with international and national legislation.
